ContextThe General Authority of Civil Aviation is Saudi Arabia’s national civil aviation authority, headquartered in Riyadh and responsible for regulating and developing the Kingdom’s aviation sector.
Its remit spans aviation safety and security, airport oversight, economic regulation, passenger rights and the continued development of air connectivity and private-sector participation.
As Saudi Arabia’s aviation sector entered a period of significant expansion and transformation, GACA needed a brand capable of communicating both its regulatory authority and its role in enabling future growth.

ChallengeGACA operates across a complex aviation ecosystem encompassing airports, airlines, government bodies, operators, investors, passengers and international aviation organisations.
The challenge was to organise this broad remit into a clearer proposition and portfolio, helping different stakeholders understand GACA’s role and the value it brings to Saudi aviation.
The brand also needed to balance two important dimensions of the organisation: its responsibility for safety, regulation and assurance, and its increasingly important role in development, investment and progress.
A clearer brand architecture and stronger visual identity were therefore needed to provide greater consistency across communications and create a more recognisable public presence.

SolutionWorking closely with GACA, Aeron began with a detailed comparator and market audit to understand how leading aviation authorities and related organisations structured and communicated their brands.
This informed the development of a clearer brand strategy, positioning and proposition, helping define GACA’s role within Saudi Arabia’s evolving aviation sector and identify opportunities for future growth.
Aeron also reviewed the organisation’s portfolio of services and activities, helping realign brand, product and service naming to create greater clarity for customers and stakeholders.
The strategic work was then translated into a refreshed visual identity system, providing GACA with a more distinctive and contemporary graphic platform capable of working consistently across corporate communications, digital channels and other key stakeholder touchpoints.
At the centre of the brand was the idea of balancing GACA’s fundamental responsibility for aviation safety with its role in enabling progress—captured through the broader narrative of Ensuring Safety, Inspiring Progress.

ResultThe engagement provided GACA with a clearer strategic proposition, more coherent portfolio structure and refreshed visual identity capable of supporting its national and international communications.
The new brand system created greater consistency across stakeholder touchpoints while giving GACA a more active and recognisable identity as both regulator and enabler of Saudi Arabia’s aviation sector.
By bringing together brand strategy, portfolio clarity and visual identity, the work established a stronger platform for communicating GACA’s contribution to aviation safety, connectivity, investment and long-term sector development.
